ANTI-HARASSMENT POLICY OF PERSATUAN SUKAN REKREASI MALAYSIA (“REKREASI”) [As Of February 15, 2021]

1. Policy statement

1.1.In line with REKREASI’s values, we strive to organise recreational sports sessions with a harassment-free and respectful environment to everyone.

1.2.REKREASI does not condone any act of harassment of any form whatsoever and is committed to address inappropriate behaviour, including harassment, by or towards its participants.

  1. 1.3.Any participant responsible for conduct which can be construed as harassment may be subject to appropriate measures to be decided by REKREASI on a case to case basis. Please refer to Paragraph 4 for more information on the procedures that will be undertaken in relation to a harassment allegation.

2. What is harassment

2.1.Harassment means any improper and unwelcome conduct that might reasonably be expected or be perceived to cause offence or humiliation to another.

1.2.Harassment includes, but is not limited to, words, gestures or actions which tend to annoy, alarm, abuse, demean, offend, provoke, intimidate, belittle or cause personal humiliation or embarrassment to another, or that cause an intimidating, hostile or offensive environment, including discriminatory action based on any grounds such as race, religion, colour, ethnic origin, physical attributes, gender or sexual orientation.

2.3.This also includes any harassment conduct which are not made during the programs but are made in relation to REKREASI programs such as making inappropriate comments about any participant’s photo which are taken during REKREASI programs.

3. Types of harassment

3.1. Sexual Harassment means any verbal or physical conduct or gesture of a sexual nature, or any other behaviour of a sexual nature that might reasonably be expected or be perceived to cause offence or humiliation to another.

  1. 1.1.1.Both male and female participants can either be the victim or offender of harassment.

  2. 1.1.2.Sexual harassment can occur regardless of whether the harasser considers the behaviour to be offensive or not.

  3. 1.1.3.Sexual harassment is distinguished from other forms of contact by its unwelcome and coercive nature.

  4. 1.1.4.Sexual harassment can take many different forms and may include among others:

(i)the repetition of suggestive comments or innuendo;

(ii)the exhibition of sexually-oriented material;

(iii)the use of crude or obscene language or gestures, including obscene jokes or stories;

(iv)repeated and/or exaggerated compliments or comments about a participant’s personal appearance, or his/her physical features;

(v)invitations to social activities or "dates", if they persist after it should be clear to the person issuing the invitations that they are not welcomed by the recipient;

(vi)deliberate and unsolicited physical contact, or unnecessarily close physical proximity; and

(vii)direct propositions of a sexual nature.

3.2. Discriminatory harassment is harassment based on grounds such as race, religion, colour, ethnic origin, physical attributes, gender or sexual orientation.

  1. 2.1.Discriminatory harassment may take the form of dismissive treatment or the expression of stereotypic assumptions about a group to which a person may belong.

4. Procedures

4.1.Reporting

4.1.1.Any participant who has experienced or witnessed an action which may be deemed as harassment may report such incident to REKREASI’s designated welfare officer, [Name of Welfare Officer] in person or via email or WhatsApp at [email address / telephone number].

  1. 4.1.2.Each report received by REKREASI shall be treated with confidentiality unless the alleged victim decides to come forward to the alleged perpetrator.

4.2.Corrective actions

  1. 4.2.1.The Welfare Officer will investigate the allegation and if found to be true, depending on the severity of the harassment, the perpetrator will be subjected to either of the following actions:

(i)reprimand on a one-on-one basis by the Welfare Officer;

(ii)mediation session between the alleged perpetrator and the victim conducted by the Welfare Officer to resolve the issue, subject to the victim’s agreement; or

(iii)punitive measure such as permanent or temporary ban from REKREASI sessions.
